What's the Total Cost of Owning a business system?

Cost and Price are not equal. NetSuite licenses are roughly 1/3 to 1/4 the price of a similar on-premise accounting system. So does it follow that in 3 or 4 years the on-premise system becomes a better bargain than NetSuite?
